Mr. President Putin!

Mr. President!
From my analysis of my previous correspondence with you and with the Attorney General office, I have come to a conclusion that both our “constitutional guarantor”, and the Attorney General Mr. Chaika, remain completely indifferent to the fate of millions of our citizens.
The fact that hundreds of citizens, who do not hide their identity, demand the resignation of Kursk attorney Mr. Filimonov, thousands ask for the same anonymously (out of fear of retaliation), and dozens demand that he is held accountable for his crimes, -and all of this is being ignored by you and by the Attorney General, indicates the presence of a criminal conspiracy at the highest levels of government. Criminal gangs consisting of judges, law enforcement officers and regional attorney office members, thrive in the Kursk oblast, and probably in other regions of Russia as well. The Federal Security Service, while remaining idle on this issue, has ample proof of said illegal activity - which, besides having other negative consequences, undermines the very principles of statehood. They haven’t been given a nod form Moscow.
The institute of Federal inspectors is nothing more than a way to provide a well – paying job in the establishment, for cronies and relatives of the members of the President‘s Administration. You have closed the door on dialog with those who want to help you revive Russia. The pre-staged meetings which are arranged between you and the journalists, the so-called representatives of Parliament parties, and the regional leaders, and which are broadcast on Russian state media, are at best found laughable, and mainly looked upon with contempt, by the majority of Russians.
Up till today nobody has dared to say to you, face-to-face, that your foreign and domestic policies or lack of therein, have led Russia to a financial collapse, and have caused the destruction of Russia as a constitutional state.
In particular, Kursk city has long since been governed by criminal code, instead of being ruled by law. Even the appointed city mayor has said this to the press, without showing a trace of contempt. Theft of government funds from all levels of the budget, including funds allocated for federal programs, multimillion theft strategic objects, including nuclear power plants, and even theft of state funding for orphans – do not cause so much as a display of concern, either from you or from the Attorney General Mr. Chaika. The same is true with regard to the reprisals committed against journalists who openly speak out against such lawlessness.
The people have had everything taken from them: their rights and their freedoms. We could just as well delete the second chapter of the Russian Constitution. And in any case, the Constitution itself largely remains only on paper. Finally, you have rid the people of their last hopes for change, by depriving them of the right to elect local MPs. Today they are being appointed by the President’s administration, from among the ranks of the United Russia, and this fact is publically acknowledged by the candidates themselves. Furthermore, those appointed are far from being the best representatives of United Russia, and sometimes these people have a criminal past. The facts that we have indicate that the Federal government is committing willful acts, aimed at appropriation and direct theft of funds collected from the population through taxes, which is inevitably decreasing the living standards in country.
All the above iniquity, together with your allowance for the Attorney General and his criminal gang to tromp the people and ignore their legitimate rights and legally protected interests, gives us reasons to declare genocide of Russian citizens, and appeal to international human rights advocacy groups.

Some other issues are beyond the scope of this manifest, and will be addressed in our public declaration. These issues include propaganda of violence, which streams form government controlled TV channels, psychological terrorism manifesting in multiple reports about military operations, first in Ukraine and now in Syria, propaganda of military expansionism and interracial hatred. Abuse of power or authority, culpable negligence committed by current and previous leaders of the Audit chamber, Rosreestr (Federal Service for State Registration, Cadaster and Cartography), the Attorney General, and the Ministry of Interior.
P.S. During a solemn assembly held in the Kursk dramatic theatre on February 23, and devoted to Motherland Defender’s Day, and which was attended by representatives of civic non-government organizations and federal and regional authorities, somebody chanted the words “Allah Akbar! IGIL!” into a loudspeaker. An investigation followed suit, and it was discovered that the turmoil had been caused by a 10-year old boy. The point here is that if Filimonov and the rest of criminalized local Attorney scum are not brought to justice, IGIL will become reality in Russia, and not just someone’s joke. Citing a movie character, (a saboteur, ethnic Russian working for Germany’s Abver, from our TV series “Liquidation”): “You think I like the Germans? No, it’s just that I hate you”. Your inaction, Mr. President, will someday lead to counteraction.
Today even those who hate the “West” due to the influence of propaganda, have even more hatred for the lawlessness of Attorneys, which is supported by you.
